A horizontal black-and-white photograph depicts an exterior winter landscape of foothills, barbed wire fences, windbreaks, and telephone lines. In the left foreground, a sign reads, "NOTICE | NO RELIEF FUNDS | AVAILABLE IN IDAHO | TO NON-RESIDENTS | STATE DEPARTMENT | OF | PUBLIC ASSISTANCE".
