A horizontal black-and-white photograph depicts a painted welcome billboard on a grassy roadside against a stormy sky. The sign is framed in white wood and reads, "WELCOME TO VELVA" in the center; it is surrounded by advertisements for local businesses. Extending down the roadside beyond the welcome sign is a line of four additional, smaller billboards advising on the speed limit and local accomodations.
