Raised in Bloomington, Welpott entered IU in 1946, where he studied photography under Henry Holmes Smith starting in 1947. He received a B.S. in economics in 1949, an M.S. in visual communications in 1955, and an M.F.A. in photography in 1959. Welpott also worked as a photographer for the Audio-Visual Education Center at IU from 1949-55, before going on to have a successful teaching career at San Francisco State University.
